Valparaíso is a port city with poorer neighbourhoods on many of its hills, and both Canada and the UK warn about robberies there. Most of that crime happens away from where visitors go, or after dark. Cerro Alegre and Concepción on a sunny afternoon are full of cafés, galleries, tour groups and locals.
Here is what the government advice says, where it is safe to walk, the everyday habits that keep you out of trouble, the bus terminal, nights out and how a guide helps.
The quick answer
Yes, with ordinary care. Cerro Alegre, Cerro Concepción and the lower town around Plaza Sotomayor are safe to walk by day, and busy with visitors. Keep your phone out of sight on the street, carry little, stay on the main lanes and use an app ride after dark. Canada’s travel advice asks for care around Cerro Alegre. A guided walk such as the Famous Valparaíso tour ($40) keeps you on the right streets.

Is Valparaíso safe for tourists?
In the heritage hills and the lower town by day, yes, with the same care you would take in any big port city.
The places visitors go, Cerro Alegre and Concepción, Plaza Sotomayor, Muelle Prat, the El Peral and Reina Victoria lifts, are busy all day with locals, visitors and tour groups. Guests on the tours here regularly mention feeling at ease. A Valpo in One Day guest in February 2026 wrote: "Feel safe."
Problems come mostly from phone snatching, pickpockets in crowds and robberies in quiet streets, more often after dark or on hills away from the heritage area. Avoid those conditions and the risk drops a long way.
Want a local to show you the safe, interesting streets on day one? The Famous Valparaíso walk covers both heritage hills with a native guide, from $40.

Canada and the UK both name Valparaíso for muggings and robberies, and Canada mentions Cerro Alegre in particular.
Canada’s advice for Chile reports rising armed assaults and robberies, says tourists have been targeted even in daytime, and asks visitors to take special care around Cerro Alegre. The UK’s advice for Chile says muggings "happen frequently, especially in Santiago and Valparaiso" and can take place in daylight in plain sight of others.
Read that as a reason for habits, not for skipping the city. The same advice covers central Santiago, and the precautions below are the ones it recommends.
Which areas of Valparaíso are safe to walk?
Cerro Alegre, Cerro Concepción, Plaza Sotomayor, Muelle Prat and the seafront by day. Bellavista and La Sebastiana are fine on the main route.
- Safe by day, busy: the lanes of Cerro Alegre and Concepción, Paseo Gervasoni, Paseo Atkinson, Paseo Yugoslavo, Plaza Sotomayor, Muelle Prat and the lifts between them.
- Fine on the main route: Cerro Bellavista’s open-air museum and the walk to La Sebastiana, in daylight.
- Take more care: the market streets and the bus terminal area on Avenida Pedro Montt, where crowds suit pickpockets.
- Avoid on foot: the upper hills beyond the heritage area, empty stairways, and any quiet street after dark.
If a lane empties out or a stairway looks deserted, turn back to a busier street. Guides do this without thinking.

How do you keep your phone and bag safe?
Phone in a front pocket between photos, a small bag worn in front, little cash, and no jewellery or loose cameras.
- Phone: snatching is the most common problem. Take your photo, put it away, and do not walk while looking at a map.
- Bag: a small cross-body bag in front of you. Leave passports in the hotel safe and carry a copy.
- Money: only what you need for the day in pesos, small notes for the lifts and coffee, and one card.
- Distractions: if someone points out a stain on your clothes or drops something in front of you, keep walking. The UK advice lists these scams by name.

Want two hours on the hills with a guide who knows every corner? The street art and funiculars walk starts at Muelle Prat, snacks included.

Stay on the busy parts of Cerro Alegre and Concepción, and take an app ride or taxi between the hills and the lower town.
Restaurants and bars on the heritage hills stay lively into the evening, and staying over is the best way to see sunset over the bay. The risk rises on the walk between places: dark stairways, empty lanes and the flat streets of the lower town late at night. Ask your restaurant or hotel to call a car, or use a ride app.
Day trips from Santiago leave before dark, so this matters only if you stay. New Year’s Eve, with its famous fireworks over the bay, brings huge crowds: watch your pockets.

Is the Valparaíso bus terminal safe?
It is busy and fine by day. Watch your bags: the UK warns of frequent thefts at bus stations.
Keep your luggage in sight at the Terminal Rodoviario and at Terminal Alameda in Santiago, especially while buying tickets or boarding. Put large bags in the hold yourself and keep the claim tag. For the full route, read the bus guide.
On a day trip with hotel pickup, none of this applies: the minibus collects you in Santiago and brings you back to your door.
Is a guided tour safer than going alone?
It removes most of the risk: a local walks you along the right streets at the right time, and the transport is arranged.
A guide knows which lanes are busy, which stairs to skip and where the lifts are running. Patatour’s guides on the Famous Valparaíso walk are from the city. A guest in March 2026 said the hills "can be very confusing" without one.
From Santiago, every day trip with hotel pickup keeps you with the group on the busiest streets. For which one fits you, see the best Valparaíso tour; Viña del Mar, next door, is the calmer of the two cities (Valparaíso or Viña del Mar).

Prefer to be collected at your hotel and stay with a group? Stamp’s Tour covers the hills, Viña del Mar and a winery, from $75.
